The Oil to Heat Pump Affordability (OHPA) program is a combined Government of Canada and Province of Nova Scotia program whereby eligible low to medium income Canadian households who are currently heating their house will oil would receive up to $10,000 OHPA grant money. Conditions apply.
A provincial program whereby home owners can get up to $18,000 in loans which can be used to make the following types of repairs: structural, electrical, plumbing, heating (including heat pumps). and fire safety. The loans can be fully forgiven over a period of five years or less. Conditions apply.
Canada Green Homes Grant is a funding program administered by Natural Resources Canada (NRCan). NRCan is a federally funded organization that provides funding for residential retrofits that reduce the overall carbon footprint.
Under this program, you can get funding for a variety of different types of home retrofits, including: insultation, doors, windows, space and water heaters etc. Get a grant up to $5,000 for eligible cold-climate air source heat pumps, up to $1,000 for heat pump water heaters, and up to $600 toward the cost of your pre- and post-retrofit EnerGuide evaluations. In addition, NRCAN offers interest free financing through Canada Mortgage and Housing Corporation (CMHC) for up to $40,000 over ten years.
Work must be completed by a LICENSED contractor. Selected heat pump products must come from list of eligable products from their website. After the work in completed, contractor invoice, EnerGuide evaluation, and pictures of the completed work must be sent to NRCAN for their approval. Afterwards, the homeowner will receive their grant money. EnerGuide pre-retrofit evaluation must be completed before construction! Other conditions may apply.
Everyone in NS is entitled to to a minimum of $200-$300 per ton for ductless mini-split heat pumps as part of this program. Meanwhile, moderate income households are entitled to $1,000-$3,000 per ton. Get up to $10,000 in potential rebates through the Efficiency NS Home Energy Assessment Program as a moderate income household. This program can be combined with the Canada Greener Homes Grant.
Efficiency NS is a environmentally advocacy organization that is funded by the provincial government and through the Nova Scotia Power electricity rates.
Home Energy Assessment must be completed before and after installation and heat pump installed must be on the list of eligible heat pumps. Only work completed by fully licensed and certified Contractors is eligable for funding. BEWARE OF UNLICENSED CONTRACTORS. Other conditions may apply.
The Government of Canada and the Province of Nova Scotia are working together to help low and median-income Canadian households who are currently heating their homes with oil to make the transition to electric cold-climate heat pumps. The Oil to Heat Pump Affordability (OHPA) Program provides up to $10,000 to help eligible homeowners make this switch and may be COMBINED with funding from existing federal and provincial programs including the Canada Greener Homes Grant (CGHG) and programs offered by Efficiency Nova Scotia. Meaning homeowners can increase the amount of rebates they receive for heat pumps, if moving away from oil, and can also receive support to upgrade electrical panels.
The OHPA Grant will provide up to $10,000 to cover costs for the purchase and installation of an eligible* Cold Climate air source heat pump, plus:
Non-eligible costs would include cleanup of any pre-existing oil contamination found on-site at households.

The financial assistance is only available for mandatory repairs to improve health and safety or to extend the useful life of the property. For example, replacing an old oil boiler (depending on the condition) with an electrical/heat pump system would qualify. The total assessed property value has to be below $250,000 in the Halifax Regional Municipality or $175,000 in the rest of the province. Household income must be below certain threshold.
